David Dunlap is the Technical Theater Coordinator for the City of Irving’s Department of Arts & Culture, overseeing the multi-venue Irving Arts Center. With over three decades of experience in AV integration, design, and live production, he has guided the Center’s transformation into a model of sustainable, networked, and mission-driven technical operations.

A former integrator and consultant, David now focuses on applying private-sector discipline to public-sector creativity—bridging the gap between technology, people, and policy. An ETCP Certified Entertainment Electrician and Dante Level 3 Certified engineer, he advocates for responsible modernization that supports both artistry and infrastructure across civic and cultural institutions.
